Abstract
Success of navy emergency operations demands a good communication platform between the participants, ships, boats, mariners and others. In order to avoid dependence from the existent infrastructure, the navy needs to have its own communication platform. However, the usual navy operation systems are expensive and are generally dedicated to transfer audio and text. In order to decrease the costs associated to these systems and to increase the services availability, we propose a quality-based Delay Tolerant routing approach for navy scenarios in order to improve communication in opportunistic scenarios, and avoid establishing connections with nodes with a low quality link.
