Title:
B-0014-26 – Research Grant (BI) – 30/01/2026 – NeuroVision – 2024.17187.PEX and O-0009-LX-15 - Own funds
Funding Reference Number:
2024.17187.PEX and O-0009-LX-15
Summary:
A research position for one Research Grant (“Bolsa de Investigação“) is open at Instituto de Telecomunicações, in the scope of the Project NeuroVision – Neuromorphic Vision Sensor Data Coding.
The project focuses on the development of efficient, low-latency, and scalable coding solutions for event-based (neuromorphic) vision sensors, targeting both human and machine consumption scenarios. The work is closely aligned with ongoing international standardization efforts, namely within the JPEG XE activity. The scholarship holder will be integrated into a highly active research team with strong international visibility in image and video compression, learning-based coding, and multimedia signal processing.
This project is funded by FCT/MECI through national funds and when applicable co-funded EU funds under the 2024.17187.PEX project reference.
This research grant may also be funded by O-0009-LX-15 - Own funds.
Scientific Area:
Information and Data Sciences
Group:
Multimedia Signal Processing – Lx
Admission Requirements:
Research grants are intended:
- for students enrolled in a degree-conferring course to carry out R&D activities with the aim to consolidate their scientific training through the development of research work leading to the attainment of the respective academic degree or completion of the course (integrated or not in R&D projects).
- for students enrolled in courses that do not confer an academic degree but which are integrated in an educational project of a higher education institution and are developed in association or cooperation with one or several R&D units.

Additionally, in what concerns the admission requirements for this research grant in particular:
- Student enrolled in a M.Sc. course.
- A background in Electrical and Computer Engineering, Computer Science, or a related field.
- Solid programming skills (e.g., Python, C/C++, MATLAB).
- Knowledge or strong interest in at least one of the following topics: Image/video compression, event-based or neuromorphic vision, signal processing, machine learning or deep learning for visual data.
- Motivation for research and scientific dissemination.
- Good communication skills in English (written and spoken).
Work Objectives:
The scholarship holder will contribute to several research activities, including:
- Design and implementation of event-based data compression algorithms, including lossy and learning-based approaches.
- Development of aggregation and representation models for neuromorphic event data.
- Integration of the proposed codec into selected use cases, such as high-frame-rate video reconstruction or machine vision tasks.
- Performance evaluation using rate–distortion analysis, objective metrics, and task-oriented benchmarks.
- Participation in scientific dissemination activities, including conference papers and contributions to international standardization bodies (JPEG XE).
Applicable legislation:
A fellowship will be celebrated according to “Estatuto do Bolseiro de Investigação”, Law no. 40/2004, dated on 18th of August (Status of Scientific Research Fellow - https://dre.pt/dre/legislacao-consolidada/lei/2004-58216179), in its actual redaction, by Fellowship Regulation of Fundação para Ciência e Tecnologia (https://files.dre.pt/2s/2019/12/241000000/0009100105.pdf), according to Reg. 950/2019, dated on 16th of December, and also by “Regulation of Instituto de Telecomunicações’ fellowships”.
Place of work:
The work will be developed at the premises of Instituto de Telecomunicações – Lisboa, under the supervision of Professor Dr. João Ascenso.
Duration:
12 months, with the possibility of renewal (according to the regulations defined by FCT). Start date: March 1st, 2026 or soon thereafter.
Monthly salary:
1040,98€ according to the table of grant amounts awarded directly by FCT for positions held in Portugal (https://www.fct.pt/wp-content/uploads/2025/02/Tabela_valores_SMM_2025.pdf).
The payment will be made by bank transfer.
Selection criteria:
  • C1 (50%)
    Curriculum vitae/academic evaluation
  • C2 (50%)
Suitability of the candidate profile based on relevant work experience for the tasks described in the project work plan

Each criteria, and the final classification F will be evaluated in a scale (0-20). The candidates will be ordered according to:
F = C1 x 50% + C2 x 50%
In case of a tie, the tied candidates will be ordered according to C1, then C2...
The Jury has the right to not admit any of the candidates that applied for this position whenever they consider that no candidate meets the minimum requirements for the position.
