Editorial
Culture, Education, Science, Technology, and Innovation are domains within public administration that have undergone various structural configurations in successive Portuguese Governments over the past 50 years. For instance, in recent years, we have been used to Education being divided between Primary and Secondary Schools under one Ministry, while Higher Education, Science, and Technology were overseen by another. Innovation has been taken care of by the Ministry of Economy. However, we have now reverted to a setup where all three levels of education are once again under the rule of a single Ministry, which also encompasses Science and Innovation.
The true significance of this change will only be discerned through the actual actions taken by the Minister and his Secretaries of State. Nevertheless, even the change itself already prompts reflection.
The first observation pertains to regrouping the three education levels under a single Ministry.
The second observation, we may make, stems from a recurring pattern across the different administrative models. Regardless of whether the three education levels are separated or integrated into a single ministry, Science and Technology are consistently aligned with Higher Education.
Lastly, the third observation highlights a noteworthy shift: Innovation, for the first time in my recollection, is no longer under the auspices of the Ministry of Economy; instead, it is now seen as connected to Higher Education, Science, and, implicitly, Technology.
Because any of these three topics has broad implications for the Portuguese educational, scientific, and innovation landscapes, they are of relevance to IT, in its status as R&D Unit, Associate Laboratory, and Center of Technology and Innovation, whose mission involves science and technology, support to higher education, and innovation. Therefore, a thorough analysis of each of them would warrant a NEWS@IT Editorial on its own. However, this time, I merely pose the questions, leaving each of us to ponder the answers.

The vision of MiFuture is an evolution of massive multiple input – multiple output (MIMO), the technique that has provided the unprecedented spectral efficiency of 5G. There are great expectations for this project, namely, it is expected to receive more than 15 PhD candidates supervised by highly skilled researchers, professors, and experts from the industry.
The leader of the project, Rui Dinis, states that “this IDN involves reference industrial and academic partners, and has pioneering work in the important emergent topics of joint communications, positioning and sensing in large, distributed MIMO systems for future 6G networks. For these reasons, it had the highest rate in a very competitive call.”

Automated macular edema detection and segmentation in optical coherence tomography using deep learning
Ph.D. Degree in Electrical and Computer Engineering by University of Coimbra (UC), October 2023, under the supervision of Luís Cruz (UC).
Macular edemas are a common retinal manifestation of several ophthalmic diseases, in general, associated with old age and diabetic disease. His doctoral dissertation was centered on the development of learning-based computational tools for the detection, segmentation, and grading of retinal edemas.
Alex is, currently, a consultant in Data Engineering in Mozantech.

Ehsan Shahri
Software-Defined Networking for Holistic Communication Management on CPPS
Ph.D. in Telecommunications Engineering by University of Aveiro (UA), November 2023, under the supervision of Paulo Pedreiras (IT/UA) and Luis Almeida (CISTER-FEUP/UP).
His thesis is a framework that seamlessly integrates Software-Defined Networking (SDN) and the Message Queuing Telemetry Transport (MQTT) protocols, enhancing flexibility in network management and enabling the handling of device and protocol heterogeneity.
Now, Ehsan is a Post-Doctoral Researcher at the Instituto de Telecomunicações at Aveiro.

In January 2018, I began my journey at the Instituto de Telecomunicações as a Ph.D. candidate. My research was focused on the application of artificial intelligence within the domain of mobile networks, with a particular emphasis on 5G and beyond technologies, under the guidance of Pedro Vieira, Paula Queluz, and António Rodrigues.
After completing my doctoral studies, I transitioned seamlessly into an enriched role at Celfinet – A Cyient Company, a Portuguese consultancy firm specializing in mobile network solutions. Here, my responsibilities expanded to include the strategic planning and coordination of national and international research projects, fostering collaborative endeavors with national and international academic and industrial partners. Concurrently, my commitment to the academic domain persisted, as evidenced by my engagement in lecturing activities at the Instituto Superior de Engenharia de Lisboa.
Pursuing a Ph.D. at the Instituto de Telecomunicações not only allowed me to deepen my expertise within a field of immense personal interest but also served as a catalyst for both professional and personal growth.
