POEMS brings together universities, research centers, and technology-focused organizations to strengthen Portugal’s capabilities in semiconductor technologies. These include chip design, advanced packaging, and emerging areas such as integrated photonics, flexible electronics, and sensor technologies. The project is a key part of Portugal’s National Semiconductor Strategy.

The focus of POEMS is on technologies that are strategic for Europe’s technological independence. Chip design, advanced packaging, and new semiconductor materials are essential for sectors such as artificial intelligence, advanced communications, quantum technologies, and sustainable electronics.

POEMS will serve as Portugal’s main connection to the European Network of Chips JU Competence Centres (ENCCC). Through this role, Portuguese organizations will gain access to European design platforms, pilot production lines, and international expertise. This collaboration will strengthen Portugal’s position within Europe’s semiconductor ecosystem and support new partnerships with Digital Innovation Hubs and other EU initiatives.

In the long term, POEMS aims to position Portugal as an important contributor to the European semiconductor value chain. The project is expected to create highly skilled jobs, support technological innovation, and stimulate economic growth. It will also bring benefits to society by strengthening STEM education, improving technological literacy, and increasing public engagement with science and innovation.

POEMS is more than a technology project. It is a driver for building a skilled, innovation-focused ecosystem that supports Portugal’s long-term role in semiconductor technologies and contributes to Europe’s technological sovereignty.

The project is coordinated by the International Iberian Nanotechnology Laboratory (INL). IT, INESC TEC, and IST will play key roles in delivering specialized training programs, helping to develop a highly skilled workforce in Portugal.
