 Brief CV

Born in October 18, 1958 in Lisbon, Rui M. Rocha graduated in Electrical Engineering at Instituto Superior Técnico (IST), Technical University of Lisbon (now University of Lisbon) in 1981. Received the MSc and PhD degrees in Electrical and Computer Engineering from the same Institute in 1987 and 1995, respectively. 

 

Interleaved by a brief professional experience on a telecommunications company (Portugal Telecom), he joined the Department of Electrical and Computer Engineering of IST, in a first stage as an undergraduate Teaching Assistant of Electronics in 1980, and later in 1986 definitively to embrace an Academic career with the same Department of IST and occupying now a position of Associate Professor with Tenure. He has been involved in courses on computer architecture, broadband communications, wireless systems, embedded systems and sensor networks. In 2001 he launched the Information and Communication's Networks Engineering graduation programme at IST and coordinated it until 2006.

 

As a researcher, he worked at INESC (1982), having participated in a variety of projects. At National level he participated in the ELENA project, an Office Automation applications of networked distributed systems, and in the ATLANTIS project, a unique project to promote and develop ATM technology and services within the Portuguese Telecommunications Industry (in the mid 1990’s), with leading responsibilities. In this period, he also developed research work on European projects in different Framework Programmes, namely FP1 to FP3. As of 2001 he started his affiliation with the “Instituto de Telecomunicações” (IT) in Lisbon where he continued his participation in European projects, namely in the Information Society Technologies – framework programmes 5 and 6. His research interests were focused on the convergence of cyber-physical systems with heterogeneous networking, namely on self-organised sensing systems. 

 

Lately, he has been involved in the Space arena as a result of the proposal and subsequent leadership of the ISTsat-1 CubeSat project. The ISTsat-1 is the first Portuguese CubeSat developed by a students’ team and supported by professors and radio amateurs at IST. The project is being developed in the framework of the 2nd edition of ESA’s educational programme – Fly Your Satellite!. The team’s main areas of expertise include real time embedded system design and testing, radio-frequency engineering (including antenna design and testing) and software engineering.

 

Throughout his career, he participated in several lectures, short courses and conferences at both national and international levels, having authored and co-authored dozens of papers and communications in international journals and conferences and three book chapters edited by Kluwer, McGraw-Hill and Springer, respectively. He has been awarded a 3M / TULisbon prize for co-authoring a work in the Wireless/Mobile Communications area and the ANACOM-URSI Portugal research prize, 2019 edition, together with the ISTsat-1 team for “a work of excellent scientific quality and rigour, clarity and transversality”.

 

Supervisor of many students at Graduation (final graduation project), MSc and PhD levels, he has also been involved in different conferences’ TPCs and organising committees and has served as a reviewer for several conferences and international journals, such as Computer Communications Journal and IEEE-JSAC.
